Deploying MS Access 2003 Database

Can anyone tell me is there a cheaper alternative to buying the "Visual
Studio 2005 Tools for MS Office Systems" @ around $1,400.00 AUD so I can put
my developed Access 2003 database on 15 PC's outside my company.

The PC's have not got Access 2003 on them, so the DB will run as a Runtime
version.

I'm a one-man-band and the entire DB program I wrote is not worth $1,400.

The only legal way to distribute the Access 2003 run-time is to purchase
VSTO.

The Access 2007 run-time will be free once it's released, though, if you
want to convert.
