Access to specified device, path, or file is denied

Pls Help.
I am using IE6 SP1, windows 2k sp3
When i click to an intranet link to download stg, a msg
will pop up saying "Access to specified device, path, or
file is denied". However when i click an Internet link to
download stg, it is successful

Other pc which use the same OS and IE has no problem
downloading from the same intranet link.

Title bar will show stg like
"C:\Documents and Settings\Administrator\Local
Settings\Temporary Internet Files\Content.IE5
\Wtarst...

Anyone can help me?
