Access to old user account is denied

I reinstalled windows ( over written all older files )
and when i logged back on all the older user accounts
were there and could be accessed except for one, This
account was the only one with a password... when you open
the explorer you can see all of the old users, including
the one with the pw... when you click on the folder that
had the pw it says: Access is Denied

Yes i've tried getting rid of the welcoming screen and
logging on to that user name again but it doesn't work..
and yes i still remember the pw to that account.
