Access is no longer opening ODBC connection window

Access 2003 is no longer opening the ODBC connection window. Excel is still
able to open ODBC. I have been doing this for years and suddenly it stopped
working. I have already tried reparing Office and it did not work. I then
tried a reinstall and still nothing. I then completely uninstalled Office -
rebooted and installed office again. Still I cannot get Access to open the
ODBC window when I try to import a file using an ODBC connection.

If you use Norton AntiVirus, try turning off the Office plug-in. You'll find
it under 'Miscellaneous' in the Norton AntiVirus Options dialog box.
