720 error when connecting to internet by modem

XP Home SP2 wont connect to the internet via modem. (new modem same problem).
Throws me off when verifying user name and password but they work with
another PC.
Tried everything I can find on the net but no joy. this PC was previously
badly infected with spyware but now clean.
Also security centre does not detect Norton AV 2005 - says not protected.
HELP!!!!!!!!!!!
