2003 file uploads

file uploads options remain shaded. Have open site on a server using front
page extensions. Does my host have to have annonamous uploads enabled for me
before the shaded areas become available to me. I would like to have things
set up before I get a host that can allow all the funtions I need. Is it
possible. Thanks.
