upload files in 2003

uploads folder properties option remains shaded. Using and open site that
uses fp extensions. Must the host have annonomous uploads available for the
shaded areas in properties to be enabled? I would like to be able to set up a
lot of things before I get a host that can enable a lot of things. Is there
any way to test things without shelling out the bucks for an expensive host.

The file upload function must be enabled by the host before it will work.
