16 bit programs

The web site for the u.s.postal service has a program to print shipping labels and postage.
I tried to run the program using XP. Received error "Can't run 16 bit Programs" Message said
can't find file, C: docm~1\leonard~1\local~1\temp\pft73~tmp\disk1\setup.exe and related files.
Any ideas or has anyone tried there program using XP Home?
