128-bit or better SSL

I am trying to log onto a .mil page and I receive the
following message.

AKO requires the use of 128-bit or better SSL. Your
browser is requesting a key length of less than 128 bits:
you will need to upgrade your browser before you will be
able to access AKO

Can you tell me how to change Internet Explorer 6 to a 128-
bit SSL?

Under the Help menu, click About Internet Explorer. What is the current
number for cipher...
