Are there command line options to uncompress using XP's built-in compress
utility? If so, can you point me to them?

The zipfldr.dll included in Windows is an extension to Windows Explorer.
If you want more features than are provided than in the context menus of
Windows Explorer, you'll have to get a 3rd party zip solution. There
are several free ones (I use 7-zip).
