zip files

i am running xp pro along with norton system works and
anti virus i am unable to download zip files off websites
even if i disable the norton any ideas anyone
 
What happens when you try?

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
