I used to have a program which allowed me to either ZIP or UNZIP a file.
It may have been called "winzip"

I believe Win XP has a built-in capacity to unzip a file, but can it also zip a
file?
If so, how?

Google for anything and you will get the thing you want.
For example, google for Winzip or Google for: Windows XP Zip File

To zip a file, right click it > send to > compressed folders.

To zip a file, right click it > send to > compressed folders.
That's the info I was looking for
