paint.net is free and pretty good
photoplus from freeserifsoftware.com is too
there's almost a zillion more too...but I kinda stick to my ole PS6
my Publisher 2003 came with MS Digital Image suite as a bonus and that's
not bad either.

but you gotta have IrFanview (freebie)

the tools I use most are;
PS6
Xara Xtreme Pro (vector graphics)
IrFanview
MS Expression Designer (currently beta, and currently only vector)

| to warrant buying and learning Photoshop. I'm basically a programmer

| than a designer. I do have a demo copy of PaintShop Pro7 that I used to
| customize some website buttons before it expired.

| Is there a better choice in terms of price and ease of learning? I am
| willing to trade some money for ease of use issues as long as it has
