Your Current Security Settings Do Not Allow You To Send HTML Forms

Outlook 2003:
I am using Oultoo 2003 integrated with Peoplesoft application. I get email
from peoplesoft application in HTML format. I have to take action from email
and click SUBMIT from email. When i click OK I get error message "Your
Current Security Settings Do Not Allow You To Send HTML Forms".

I checked following set ups and it fine.
1. Go to Outlook : Options-->Security--->Zone Settings-->Custom settings
button.
Submit nonencrypted form data (Enable/Disable/Prompt) options - Set to
Enable to send forms

2. Check restricted sites which is there in same security tab -In Zone
settings and nothing is there. Also provided the site address in Trusted
sites.

Still I am facing this issue in Outlook 2003, "Your Current Security
Settings Do Not Allow You To Send HTML Forms". Could anyone help?

I wouldn't fiddle with default security settings just for the sake of a
certain an email.
When you double click the message to open it in its own window, you can
chose View-> View in Internet Zone.
Does it work correctly then?
