"You must have a database open to create a custom........"

hi community

how can i rectify to prevent this message...

"You must have a database open to create custom toolbars, and the database
can't be read only"............

what i did, if i can re-called, I opened up a disk that contain mdb 2000
series with my current Access 2003, then this message start to appear???

can somebody advice me on how to clear this prompt whenever I start my
Access 2003!

Try building a new empty database and importing everything but the toolbars.
