you may not have the appropriate permissions to access the item

I have recently developed a problem where the above message appears when I
try to use any of the core programs i'e Outlook express or Explorer or
control panel. I click on the shortcut for explorer in the desktop and I
recieve that message. I f I click any other shortcut which points to a web
page explorer opens normally. on the explorer shortcut it finds the target
file fine and when clicked on manually it returns the same message . I get
the same error with command prompt, control panel etc. i have tried sysem
restore as most things work in safe mode but it won't restore...any ideas?
