you do not have the permission to send

Ex2003 all updates, Outlook 2003 all updates.

User A writes an email and addresses it to a customer. Instead of sending,
she drops it in the Drafts folder of User B. All OK, permissions set to
allow this.

User B opens it. It shows From User B. She reviews it, perhaps edits it
and clicks on Send. Gets the error message, "You do not have the permission
to send the message on behalf of the specified user".

So, User B is being told she does not have permission to send on behalf of
herself?

How do we resolve this?

Sounds like User A created the message which will send using User A's
account. Then User B tries to send it through User A's account (and NOT
through User B's account).
