Send On Behalf Permissions

I have an Exchange 2003 environment and my end users all are using MS
Outlook 2000 as their email client. A couple users have been given access to
a mailbox and given permission to the mailbox and granted access to send on
behalf.

User A: can send email from the mailbox given access to and it does not show
"User Name sent on behalf of Mailbox"

User B: can also send email fromt he mailbox given access to and it does
show "User Name sent on behalf of Mailbox"

What can be the issue? Why does one user get that message from email sent
and the other doesnt?

User A, but not User B, has been granted the Send As permission on the mailbox. Check in ADU&C

Actually both User A and User B have been granted Send On Behalf
permissions. Is there a difference in Send On Behalf and Send As? If so,
where do I find the Send As? I have looked up and down ADU&C and could not
find that in the options of that mailbox.

Yes, there's a difference, and one of the symptoms is exactly what you're seeing. You'll find the Send As permission listed on the Security tab of the user's record in ADU&C.
