My wife's hard drive crashed and was replaced with a new one. After backing
up the files and putting them on the new hard drive she tries to open an
Access file created in Access 2003 and she receives the following error:
"You do not have the necessary permissions to use the [databasename.mdb]
object. Have your system administrator or the person who crated this
object establish the appropriate permissions for you."

As far as I know no security settings were placed on this file.
Is it possible to open the file again? If so, how can this be done.
No file attributes are set on this file.

There must have been at some time. It is likely that the machine was joined
by default to a different workgroup than the one that ships with Access.
Since you did a backup/restore of files, search for the secure mdw.
Start...Search...*.mdw

There is a system.mdw that ships with Access. You'll likely find other mdw
files. Open Access and use Tools, security, workgroup administrator, and
join one of the mdw files; try to open the mdb. Try each of the mdw files
you find.

Is there a typical folder to find the .mdw file in question?
This could save me a lot of time because her old hard drive is in bad shape.

No way to be sure... but, try Windows/System32 to start. Or try C:\Windows\*.*

Typically these are created in
C:\Documents and Settings\<username>\Application Data\Microsoft\Access
c:\Windows\System32
however the user is prompted for a location, so often they'll choose the
same folder as the mdb, or on a server location.
