you do not have permission to change your password

I am not on a domain. This error appears on a stand alone
workstation. I force the users to change their password
and when they try to log in they are taken to the change
password screen. After they enter the new password and
hit ok button they get the "you do not have permission to
change your password" message.

Run gpedit.msc and locate the item that allows users
to change their password.

Un-Check the User's option for "User cannot change password"...

@ Computer Management >> System Tools >> Local Users and Groups >> Users >>
"UserName" >> Properties.
