Yet Another code 10, on graphics/video/vga board(s)

had to reinstall xp pro after a failed SP2 update. The onboard s3/via
km400 vga
is banged w/ code 10. It is obvious when the driver is not functioning -
dragging
a window around is very blocky & jerky. Have loaded Several versions of
drivers,
and on rare occasion, a driver will work, & dragging a window goes smooth
and fast, but this ONLY happens after the driver is freshly installed -
after a reboot,
the driver no longer works. Finally gave up, installed another video
card,
using the GeForce mx4000, AND IT DOES THE SAME THING! One can only
conclude this problem is with windows, not the video driver(s), but there is
nothing useful in the event logs, nor have i found anything online other than
"load latest drivers" which has been done...
Anyone have an idea???
The HID service was failing, but i restored a couple of dlls & it is
happy now. Haven't noticed any other services with problems...
History - this box had sp1, along w/ spyware. Removed the spyware, ran
SP2,
which failed with some file error i neglected to write down. "no problem, it
archived everything", sp2 went through the motions of restoring the backups,
then stated "your system may not function properly". WHAT AN
UNDERSTATEMENT!!!!! The system was totally trashed, and i had to reinstall
into a new dir (well, i renamed the original windows dir, & did the install
to the
old dir name) to get the system back up to this level... i did restore the
registry
from the backup points, and then reloaded drivers for all the hardware. So
this is a new install with an old registry, more or less. I have set the
permissions
on the Enum/PCI keys to Full for Everyone, still fails. Gaaack!

Code 10
If the device has a FailReasonString value in its hardware key, that
string appears as the error message. The driver or enumerator puts this
registry string value there. If there is no FailReasonString in the
hardware key, you receive the following error message:

This device cannot start. (Code 10)

Recommended resolution

Device failed to start. Click Update Driver to update the drivers for
this device. On the General Properties tab of the device, click
Troubleshoot to start the Troubleshooting Wizard.
