I am attempting (3 days) install XP service pack 1 on a HP
pavilion xt928 with 256MB ram. I have downloaded the
service pack many times. Each time during the install I
get an error message saying that the file can not be
copied (many different files not one specifically). I have
install all of the critical updates except sp1.

just one remark on the sidelines. Service pack 2 is coming soon.
You may want to wait for it.
