xppro windows install on new drive

I have a chinese version of xp pro that I am trying to install on a new
drive. After the drive has been formated I reboot with the xppro disk. the
GBextsup.msi file won't install. I am assuming this microsoft installer
requires windows. Could this be an upgrade disk? If not what am I missing?
