XPpro SP2 Some users cannot connect to internet

Norton Firewall
Cable modem

I have two power user accounts and three limited accounts that have been on
internet using cable modem for about a year. Suddenly, one of the power users
and the administrator are the only ones that can access the internet. No
updates or software installs at the time it stopped working. I uninstalled
Norton firewall and disabled the Windows firewall with no change. I added the
power user to the administrator group and was able to access the internet
again. Removed the user from the administrator group and lost internet again.
I don't understand why both power users are not being affected by this. Any
help would be appreciated.

Your message invokes a whole host of questions and potential
problems, too many to answer in a short message.

Just one of them is, did you have the computers connected to the
Internet without any active firewall? That would most likely
create new problems.

My thoughts would revolve about the IP addresses you get from
the cable operator, about automatic updates, like XP Service
Pack 2, about spyware infections, about inadvertent changes of
user rights, etc., etc.
