XP wouldn't allow NTFS

I am trying to do a clean install from a XP Home Upgrade. I chose to delete
the old partition that had Win 2000 on it. It created the new partition and
then when it came to pick which file system I wanted I chose NTFS and I kept
getting an error that the disk was bad or something like that. It's not. I
checked it before I started. I tried several times trying both the quick
and the regular format. I finally gave up and tried the fat32 file system
and then it proceeded with the install. What would be the reason it
wouldn't go with NTFS? The computer is about 3 years old with an standard
IDE 20 gig HD.

To remove all traces of a bad NTFS partition, collect the CORRECT hard disk
utility for your make and model of hd, from the hd manufacturers web-site.
Prepare a boot up floppy with that on it, boot from it and zero fill your
hard-disk.

Which, in my view, despite a lot of advice you'll probably get in here to
the contrary, is, under certain conditions, the easiest way to recover a hd
with a bad NTFS format on it. That's what I ended up doing a while ago,
when my XP pro was living on a 13gb hd and started playing up.
