Xp won't load

I was downloading windows xp service pack for a friend
update their computer, when the installation terminated
half way through. The system resetted and now windows
will not load. It passes the loading screen but fails to
reach the user login screen. The system would constantly
reset before the login screen appears.

I tried to run recovery from the cd and uninstall the
service pack from there, but the service pack directory -%
NtServicePackUninstall$- can't be found.

Does anyone have a solution to this that does not require
re-formatting?

can you boot into safe mode ? (f8 on start up )
