XP Windows Explorer always hang, need to do System Restore to boot properly

Does anyone know how I can debug this? It's annoying to do System
Restore every time in order to use XP. BTW, I do this System Restore
in Safe Mode which does reboot right after by itself. However, this
automated reboot by System Restore works fine, why not normal reboot/
startup?

Running XP setup from the original meda cd from withing a running windows
will do a repair of the system
