XP will not start

When I turn the computer on, XP partially loads and then I
get an error message that says I'm out of virtual memory.
The computer shuts down and restarts over and over again.
The only way to stop it is to shut down. Is there a way
past this, besides a new installation of the operating
system?
 
What exactly is the error message?
