XP will not start up

I downloaded and installed the latest XP patches. The computer asked me if I wanted to restart and I said "later". I then installed some software for a Canon Scanner. I went to reboot the system and it will not start up. The computer remains frozen at a startup screen. F1 and F10 will not work. I have tried a hard reboot multiple times and I do not even know how I can get into safe mode

Could I have caused a problem with the registry by not rebooting in between installations

What do I do

When you are prompted to restart your computer after downloading
updates from the Windows Update website, it is best to heed the advice
to reboot your computer immediately. Bt not doing so, your computer
apparently has a corrupt registry and a repair install will be required.
