XP will not read CD ROM media and SP2

Running XP Pro and wife had HDD formatted and someone installed their XP
version (Could have been OEM) and used my key code. I have discovered that
SP 2 is installed...Bios correctly id's Pri and Sec devices. Jumpers set
okay, etc. and new ribbon cable too.
Problem: XP will not read any media in the CD ROM except a Nero 5
installation disk. It auto opens and waits for install. Not bad, BUT that
is the only media it will read. Explorer says drive D there but 'insert
disk' msg when one is there. (A primary something is set at PIO and
secondary is DMA.) Hardware manager says enabled, driver fine (even after
updating). I have tried uninstall and XP finds CD ROM. It is APATI CD Rom
48x.
Should I uninstall SP??? Help is needed?

Uninstall the cd software, and remove the drive from device manager, after
the below change in policy, then restart and install the software as admin.

Locate and click the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Protected Storage System Provider On
the Edit menu, click Permissions . Click the registry key for the user that
is currently logged on and ensure that Read and Full Control are both set to
Allow . Click the Advanced button, ensure that the user that is currently
logged on is selected, that Full Control is listed in the Permissions
column, and that This Key and Subkeys is listed in the Apply to column.
Click to select the Replace permission entries on all child objects with
entries shown here that apply to child objects check box. Click Apply , and
then click Yes when you receive a prompt to continue. Click OK , and then
click OK again
