XP will not power off

My XP PC will not power off through the Start Menu. While
I am able to click Start, Then Turn Off Computer, Then
Turn Off, the PC continues to run.

This si also true of logging off a user. I can
successfully navigate the Start menu but the logged in
user remains logged in

Any ideas??
