XP will not get out of safe mode?

I followed the steps to remove the download.trojan virus
on the symantic site. I disabled system resore and went
into safe mode just like I was asked. Now I can't get it
to boot normally. Does anyone have a fix to this?
 
Boot to Safe Mode, then go to Start and type msconfig in the run box. Go to
the Boot.ini tab, remove the check from /SAFEBOOT and click apply and ok.
If it is not selected, select it, click apply and ok, then unselect it and
click apply and ok. In either case, exit safe mode and reboot.
