XP welcome screen mail notification

There are three different profiles on our computer. Two profiles have the
email notification on the welcome screen. The third one does not. I looked it
up in "regedit" and the email address is not listed there like it is the
other two. Is there a way to add this so that it will show the mail
notification? I do not want to turn it off or disable it I want it to work.
The only information I can find are sites that have downloads to disable it.

Hi. With Outlook Express, the unread mail counter don't work if you
have more than one pop3 account. Try keeping only one.
Else, there is some tweaker who unactive counting by setting the value
MessageExpiryDays to 0 in the key
HKCU\Software\Microsoft\Windows\CurrentVersion\Unreadmail
