XP Version of Regedit

I am currently reseatchung how to lock down the computers in our firm. When I review literature on using Regedit for XP it states to use the Permission option within Regedit. For some reason I ds not have that option. Is there an updated version of Regedit

I know that on Server 2003, the permission option is availabe

For some reason I do not get the permission option with my copy of XP Pro.
I've checked other PC's with XP and they do not seem to have this option
