XP User Acount Passwords can be deleted by other users

Is it possible to configure your administration account
so that other users can't go through their own accounts
and remove other user's passwords?

Any Administrator can delete/change passwords.
Limited Users can not change passwords.

If you make certain that the "other users" accounts are
limited and not administrative accounts then they will
only be able to affect changes to their own passwords.

Yes, Change the users to limited accounts
