xp upgrade, virus spyware

I am running windows 98. I have a bug somewhere in the system that 4 spyware
programs and 3 antivirus programs can't find. I have wanted to upgrade to XP
for some time. Will an upgrade to XP delete theses problems as XP installs
itself? Would a full install work better?

Upgrading would keep the viruses/bugs, as you would simply be changing one
OS to another, without removing files that you placed on your system,
outside of actaul windows files. You say you have 4 spyware, and 3 AV
programs cannot find this, so I ask, what are the symptoms of this bug?
