I would like some one to explain to me in lamins terms
what the windows rights management 1.0 is for and if I
should download it?

The Microsoft® Windows® Rights Management (RM) client is required for your
computer to run applications that provide functionality based on Windows RM
technologies. If you dont know what that means chances are you dont need
it.
