XP turn off screen

Sorry about the 2 previous attempts to post. Will get
this right this time. When I downloaded updates to XP,
the 'Turn Off Computer' screen used to have 3 selections:
Standby, Turn Off, and Restart where I would select the
function wanted. Now it looks like the old W98 'Turn Off
the computer' screen....comes up on 'Turn Off' with a down
arrow next to it to see the other options like 'Restart'
etc.
How do I get it back like it was prior to updating with
all the downloads.

Start, control panel, user accounts, change the way user log on and off,
check: use fast user switching and the welcome screen.
