Yes.

Windows 7 is still not finished/released to manufacturer. "Release
Candidate".

The other response gave you a link to a forum.

At this point - you cannot truly upgrade straight from Windows XP to Windows
7 and the supposed plan is not to offer this option. You can, if you really
feel the need, pass through Windows Vista and then upgrade to Windows 7
(keeping things fairly intact.)

I am planning on building an XP PC, then adding a separate partition into
which I would install Windows 7,
resulting in a dual boot XP/7 system.
