XP system won't boot normally

HI,
Here's the setup:
Antec case, 310 wt PS, athlon 850, 258 MB PC100, 4X AGP video (16 MB),
legacy ISA sound card, 24X CDrom, Abit mobo, 20GB Fugitsu HD, XP SP2 Pro.
Clean system, OS installed after HD zeored out.

Here's the problem:

When shut down and then restarted, it won't boot. No video signal reaches
the monitor. Keyboard doesn't flash.
If you turn off the power switch on the back of the PS, and then turn it
back on, and then hit the sw on the front of the case, it will boot.

The system is stable when it's running.

Ideas welcome.

Is there any way I could find my Product Version of our Windows XP (home),
my daughter's PC was stollen in UK; I have the original CD from her HP
LAPTOP; would like to install in our pc at home.I went through her papers
and cannot find anything.
Any help from U.

That HP marked XP CD will most likely ONLY install on HP computer
(BIOS-locked), and maybe only on a laptop, espacially if it's not the full
XP, but a restore CD only...
