XP stuck in reboot loop.

I just upgraded a machine from ME to XP Pro, everything
went fine. I then loaded SP1 and since then the machine
is stuck in a reboot loop. It will start booting up and I
will see the XP Pro logo screen and then it will reboot
itself over and over. What can I do to fix this? I have
already tried starting in last known good but that did not
help.

No, when I try and get into safe mode, it does the same
thing and reboots.
