XP startup splash screen has black border

I have a Dell Inspiron 8200 laptop. When booting onto XP
the splash screen has a black border around it. It has
the same border if I were to run a full screen dos
prompt. For some reason the screen shrinks and can't find
the settings for this anywhere?? I have also formatted
the HDD and reinstalled XP Pro with thei same result. Can
someone help me please? Thanks!
 
Press Fn + F7 keys to "enlarge" as the splash screen is displayed.

Is it OK after you boot and get to the Desktop? If so, don't worry about
it. Your Video Card drivers and settings probably haven't loaded yet when you
see the splash screen.
