XP startup failure

My XP home edition stops startup when blue screen shown
with timer (hourglass) present but goes no further. The
mouse moves the hourglass but mouse and keyboard become
unresponsive within a few clicks. Is this a virus issue?
(am running Norton Antivirus)

I have a similar problem - and got a work around. I managed to log on by
getting start up options (F8 at startup) and selecting last known good
configuration, and I worked around the problem by disabling the "use the
welcome screen" option (Control Panel / User Accounts / changing the way
users log on). This fixed the first problem... but I can't now get SP2 to
install on that machine despite having run a repair install.
