You installed Windows XP on a PC with a 400MHz processor and 165MB (165??!)
of RAM and you expected BETTER performance than Windows 98 on the same
system? heh Who steered you wrong?

For Windows XP to run decently (better than what you have now) I suggest a
minimum of 600-900MHz processor and 256MB RAM. Otherwise, yes - Windows 98
will outperform Windows XP on that system, simply because Windows XP
requires more resources to operate its additional features (bells and
whistles.)

If you do not want to purchase a new computer (http://dealsites.net) and
want to make your system run better, first - increase your memory (RAM) - if
you can. Then turn off some the Windows "bubbly" features by going into
Control Panel -> System -> Advanced tab -> Performance -> Settings button ->
Adjust for Best Performance. Also download and install Microsoft's TweakUI
for Windows XP (It's a Windows XP Powertoy) and tweak even more settings.
Those two things should get it working seemingly better.
