XP sp3 Screw up

I was in the process of SP3 download and the power went out. when we started
again, I had a "Skipping Auto Check" - Fatal Error Stop: C000021a

The session manager initilazation system process terminated unexpectedly
with a status of 0xc000003a

Help!!!

Are you able to log to any Mode? Normal Mode or Safe Mode?
If you do then try System Restore to before it got Darklol
Click Start >> All programs >> Accessories >> System tools >> System Restore
and pick up a restore point.

I can't get any mode to start. I get the failure both ways?????
