It's been available on Majorgeeks.com since the 23rd. The final
version, not the RC.

Yep, evidently a lot of people, as messages on these groups are showing,
don't look past MS's web site. I put it in my PC last night. Works
fine for me. I guess there will be a KB update later for the bug. But
I'm happy.

I have to wonder if this issue with Microsoft Dynamics RMS is the same
or similar issue that was involved with it and Vista SP1:
http://www.microsoft.com/dynamics/rms/using/default.mspx - I would have
thought they might have anticipated (and fixed) this issue well in
advance since it did occur once already.. :)
One article did say that it is in both systems, Vista SP1 and XP SP3.
No mention of course of doing anything with Vista, they just say they
delayed their release of XP.

"Customers should not download Microsoft software from links posted on
non-Microsoft websites, when those links point directly to the executable as
is the case here. Customers should always download from a page on
Microsoft.com that provides all relevant download details, installation
instructions, and release notes. In this particular case, it's possible that
some 3rd party websites are linking to the Windows XP SP3 software that we
have published for MSDN and TechNet subscribers. Since we cannot confirm the
source of every link that 3rd parties provide, out recommendation is that
customers wait until we've published Windows XP SP3 to Windows Update and
the Download Center."

Thanks Al... in an "Update No. 2" to that article, they do say that "As a result
of this RMS glitch, Microsoft also is temporarily halting the Automatic Download
of Vista SP1, as it is affected, as well. But Microsoft is not pulling Vista SP1
from the Download Center or Windows Update."

Who do we call, or what MSFT web site do we visit, to get SP3 on a CD?

Only for about 1 or 2 days by which time a fix should be ready. But it
should not stop you from downloading from here:

The above link is directly to MS website but because of its length it has
been "tinnyied"

Unless you are using MS' other application, you are not likely to see any
thing different from the one that should be released before saturday with a
fix for that special software!

There is usually no need to "tiny" something (unless you want to obscure the
target). If you surround the URL with angle brackets(<...>) , newsreaders
(OE at least) will decode the contents as a link.

Instructions will be posted by MS on the Download Details site and perhaps
other places sometime in the coming months when cds are available for
shipment. Until MS posts such a link you cannot order from MS. Check
NewEgg from time to time. They usually have them first for $5 plus
shipping.
