XP SP2 Won't Load on a Windows Reinstall

I have run XP several years now. I had to reload XP on a hard-drive I
reformatted. I reloaded Windows XP Home Edition from my original retail CD.
I also attempted to restore files from a backup created using the NT Back-up
application from the Windows XP CD. This caused multiple issues. I
finally used the Windows system restore feature to get back to a stable XP
SP1 install. Since then, most of the security patches etc have downloaded
and installed properly. XP SP2 has been a real bugger, I now have
attempted to install SP2 from a downloaded copy several times. The error
message I get is "unable to read from or write to the database".

I am stumped. Any help would be greatly appreciated.
