Xp (SP2 system) will not boot in safe mode

Hi all heres my problem:
I'm on a standalone PC running XP-sp2. I went to remove a C:\Recycler
{numbered}type virus file in safe mode, only to discover my safe mode
doesn't work at all. My machine will only start in normal mode. So on
advice I read here in a couple of posts about using Msconfig to diag my SAFE
MODE problem, I opened msconfig and selected to have my pc start in
diagnostic mode. I got and access denied - and it says I " have to be
logged on as an administrator" message (which I've never got before.)

So I logged on as the administrator to make these changes in MSconfig, to
determine if I can get safe mode up and working, and I still get the same
Access denied message. This is really highly annoying me.
What to do??

Yep, been there and done that. I wound up getting locked out of drive when
attempting to make an inplace repair *$&#^@% virus writters. All fixed now
(hopefully)
