XP sp2 has a new security centre and firewall/Intrenet
protection
go to conrol panel and the then select the security
centre, select whether to turn off the firewall OR the
Internet settings. The Firewall is only meant to secure
Inbound, but you are not alone in having these problems
with outbound connections.
