XP SP1 and 200GB HDD

I have a WD 200GB HDD I installed into my system. It is
using the controller shipped with the drive (a half-card
Promise), which has a BIOS supporting 200GB. During boot,
the controller detects the drive at 200GB. (Well, 186 GB
actually, once you do the 1024 to 1000 conversion!)

I have WinXP with SP1 installed on my system. Also
installed is the newest atapi.sys from MS KB823980
article. In Control Panel/ Admin Tools/ Computer
Mangement/ Storage, it only shows the disk as 128GB. Why?
How can I correct?

Total is unpartitioned. Disk Management reports it as
Disk 3, Basic, 128.00GB, Online, then 128.00GB
Unallocated. Although under Properties, it reports
Partition Style as Master Boot Record (MBR).

How can I unpartition and repartition in WinXP if
necessary?
